I am pleased to announce the appointment of Mark Pattison as OPWDD’s new deputy commissioner for the Division of Enterprise Solutions. He will join us starting January 3.
The Division of Enterprise Solutions oversees many of the administrative operations that keep OPWDD running, such as the agency’s fiscal and budget service programs, information technology, rate setting, billing, and revenue support.
Mark brings the high-level oversight and strategic planning experience needed for this critical role. He was most recently deputy comptroller for the New York State and Local Retirement System in the Office of the State Comptroller. While at the Comptroller’s office, Mark was appointed to lead a newly created office aimed at improving accountability and transparency at all levels of government.
Prior to his time in the Comptroller’s office, Mark was mayor of the City of Troy from 1996 to 2003, where he was responsible for helping form city government as it transitioned from what was previously a city manager role answering to the city council. As a result of the fiscal discipline Mark brought to city hall, Troy was released from the auspices of a financial supervisory board.
He began his career in the developmental disabilities field, holding many positions, including director of residential services at what is now the Rensselaer County Chapter of NYSARC. Mark began his career in 1976 as a community rehabilitation specialist. He also served as past president of the New York State Association of Community and Residential Agencies (NYSACRA) and vice president of the Enlarged City School District of the City of Troy.
