“As you know, the New York State Office for People With Developmental Disabilities (OPWDD) and the New York State Department of Health (DOH) are developing a new waiver application to the federal government that will allow us to redesign our service system in positive ways. The 1115 waiver, known as the People First Waiver, is an opportunity to implement system improvements that have been sought by individuals with developmental disabilities, families, and service providers, and will achieve reforms to sustain our system for years to come……….
