  • OPWDD will not be sending out an RFS, (AKA: Request for Services) due to budget cuts within the system.
  • OPWDD is placing emphasis on increasing enrollment in Supportive Employment in NYS by 700

As we get closer to graduation, and the schools, students and agencies are working towards identification of supports & services, we reviewed the need for all students seeking OPWDD services to have Medicaid and MSC.  We reviewed the possibility for some students who may be more appropriate for PCSS and for informational purposes we went over the differences of PCSS vs. MSC.:

PCSS:

PCSS or Planned Care Support Services is an alternative service to Medicaid Service Coordination. An individual can now be directly enrolled into PCSS, a waiver service. The primary function of PCSS is to develop, implement & review the ISP.  It is delivered twice a year for ISP review and may be accessed up to 2 additional times for case management if the need arises. To be directly enrolled into PCSS one must have Medicaid and be OPWDD Eligible. The ISP Meetings must be Face to Face meetings

In order for an agency to provide PCSS they must be an MSC provider as well as an authorized Waiver provider.

MSC:

A service also known as Medicaid Service Coordination is needed for the development of ISP and the coordination of several services. This service is for those individuals who need ongoing & comprehensive case management.

The school representatives gave an update of this year’s graduates and the progress towards securing services & supports:

Michael G P79M: Has a total of 46 graduates.

  • 4 have been placed
  • 2 are pending approval
  • 2 are non-responsive in following through on evaluations/referrals
  • 12 have complete packets
  • 26 have incomplete packets

Amy:   P751M: Has a total of 64 graduates.

  • Around 11 of the 64 will be seeking OPWDD services such as supportive employment or competitive employment and very few need Day Hab Services
